Quick answer

License price is the number on a vendor's pricing page. Total cost of ownership (TCO) adds the agents you'll actually hire, the add-ons you'll need, implementation, and the people who keep the system running. This calculator estimates all of it for Zendesk, Jira Service Management, and Freshservice from your own inputs.

In part 1 of my Zendesk vs JSM vs Freshservice series, I walked through why the sticker price rarely matches what you end up paying: occasional agents priced like full agents, asset management that's free until you cross a quota, AI add-ons billed separately, and implementation hours nobody budgeted for. This calculator turns that into numbers you can plug your own team into.

It won't replace an actual vendor quote, and it isn't supposed to. What it does is make the comparison apples-to-apples: the same team size, the same growth assumptions, and the same implementation effort applied consistently across all three products, so the difference you see is the pricing model, not a mismatched scenario.

Set to "full price" as a conservative default, but Freshservice's real Occasional Agent model is a pay-per-day-used Day Pass - usually cheaper than a full seat for someone who logs in a few times a month. This calculator can't model per-day billing, so if occasional agents are a big part of your team, this default likely overstates Freshservice's real cost here.

JSM has no occasional-agent product at all - anyone who needs to work or approve a ticket needs a regular Agent license, so "occasional agents" here are just counted as more full-price Agent licenses, not a discounted add-on (that's why this line shows up under "Agent licenses" below, not "Add-ons"). Separately: Atlassian usually bundles Rovo into paid plans rather than selling it as a flat per-agent fee - $5 matches the standalone starting price, not a confirmed like-for-like add-on. Check your quote on both.

How this calculator works

Licenses are agents times monthly price times 12, after your discount, with each vendor's typical annual price increase applied from year 2. Agent and asset counts grow by your growth rate each year. Occasional agents are priced by each vendor's model: counted as full agents, charged a lighter rate, or free.

Implementation is a one-time cost in year 1: setup and migration hours, adjusted by how much configuration each platform usually needs, plus training. Ongoing admin is the share of an administrator's salary spent running the platform, adjusted by platform complexity.

How much does an ITSM system cost for a team of 25 agents?

It depends far more on what you need beyond the agent seats than on the seats themselves - occasional agents, asset management, AI add-ons, implementation hours, and ongoing admin time typically add up to more than the license line alone. Enter your own team size, asset count, and implementation assumptions above to get a real estimate instead of a rule of thumb.

How are occasional agents priced?

It varies by vendor: some charge occasional agents (approvers, managers, specialists who touch the desk rarely) the same as a full agent, some offer a reduced-rate tier, and some include them free up to a limit. That difference alone can move the total cost significantly for a team with a lot of occasional approvers - the calculator's "What to watch for" section flags it automatically when it applies to your inputs.

Is the license price or the total cost of ownership the better number to compare?

Total cost of ownership. The license price is a useful starting point, but it excludes exactly the costs that vary most between vendors: asset management pricing models, implementation effort, and ongoing administration. Two products with similar list prices can have very different real costs once those are included.

Does this tool store or send my inputs anywhere?
